Sr. Director - Engineering Project Delivery
Position Overview:The Sr. Director – Engineering Project Delivery is responsible for the planning, directing, managing, and oversight of the activities and operations of the Capital Projects Division of the Engineering Department tasks include are but not limited to lead design, construction, inspection, ROW coordination, permitting, contract negotiation and communication. The Capital Projects Division focuses on projects ranging from the design and construction of roads, bridges, parks, trails, and bicycle paths. The Sr. Director manages and oversees identification and implementation of metrics to track division performance and makes recommendations on areas to sustain and improve. This director reports to Executive Leadership, oversees multiple teams of engineers, landscape architects, engineers-in-training, computer aided designers, project managers, inspectors, constructability technicians, and consultants working on projects across all fields. The Sr. Director leads a staff of 150+ and supervises the Capital Projects Division, while maintaining effective communication with executive staff and positive client relationships.
Essential Duties and Responsibilities:
Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within County policy, appropriate service, and staffing levels and allocates resources accordingly.Directs coordinating departmental activities with other departments and outside agencies and organizations; provides staff assistance to the Assistant County Engineer, County Engineer, and elected officials and assists in preparing and presenting staff reports and other necessary communications.Develops administrative and operational plans in conjunction with other department directors and managers to accomplish project completion as efficiently as possible.Formulates overall Capital Projects implementation strategy.Resolves design and construction related conflicts and disputes.Prepares commissioners court agenda items (i.e.; proposal acceptance, services contracts, additional fees, construction contract award, field alterations, additional construction funds, railroad and State Highway agreements)Work with management to develop and implement on-job trainings and assist with the coaching and mentoring of team leads and junior staffAssist clients and staff with all phases of project delivery, as needed, from negotiation and initiation through warranty phaseTeach, coach and mentor team leaders to ensure deliverable meet client preferences, Engineer Department standards, regulatory compliance, and permitting requirementsAssist team leads with troubleshooting across any conflicting requirements and regulations as neededAssist project managers and team leads on negotiations, and risk management best practices to set and achieve scope, schedule, and budget expectations.Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and with the public as necessary.Prepares and submits funding needs and reports on the status of fundsAssist with recovery efforts following local disastersAdapt to emergency or high priority situations as needed

Ten (10)
years of professional experience in engineering management, design management, program managementThree ( 3) years of administrative or supervisory responsibility.Experience with project management software.Must have assisted with leading a multi-team professional organizationLicensure:
Licensed Professional Engineer in the State of Texas or be able to obtain a Texas PE license within six months of employment.A valid driver’s license (Texas upon hire),
and ability to drive a county vehicle to various job sites as necessaryKnowledge, Skills, and Abilities:
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.Ability to read, comprehend, design, sign and seal construction documents and engineering studies.NOTE

Commensurate with experience, based on 26 pay periodsPhysical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
